Legacy and bugged items exist only on Non-Ladder and every realm has unique selection of them. They can't drop anymore, they are obtainable only through trade and with expired accounts being removed all the time, very few of them survived since 2001-2003.
Legacy items come from patch 1.09 (year 2001) or earlier and they are old versions of popular items (pre-nerf). They have different or more powerful properties compared to the items that can drop after patch 1.10 went live e.g. Hellfire Torch used to spawn with
25% chance of Firestorm on striking, unlike
newer version which instead spawns with just 5%.
Zod-bugged (Zbug) items were created using Horadric Cube exploit. They are indestructible without the need of a Zod rune inside, they get extra 50% defense/damage with no downsides!
Bugged (hacked/cheated) items have unusually good properties, they were created on a Single Player or Open Battle Net via a special program and in 2001-2003 hackers figured out how to transfer them to a Closed Battle Net. There were many popular hacked/bugged items but 99% of them were removed from the live servers in 2003. The ones you see on ItemForge survived every purge and exist to this day!
The most popular bugged item is
Siggard's Stealth aka Bug Belt. It has the same stats as
Nosferatu's Coil belt but additionally it gives +1 Skills / 20% DR / Dual Leech / 25 Dex / 20% All Res. Items like this give you an opportunity to make totally new builds e.g. you can reach higher breakpoints with
Valky 08 as no helm nowadays can give 30% FCR/FHR/IAS (you still have 1 free socket available).
Over the past decades there were many dupe methods and all of those items were mass duped. Years 2001-2003 were no exception but back then, items did not have unique ID (identification number) so you could make thousands of copies and all of them were perm. When items are duplicated after patch 1.10 (year 2003), they become unperm because nowadays items have unique ID. It means if characters carrying those items will join game(s) hosted of the same IP address, one of two copies will disappear. Permanent version is extremely rare and there are fewer of them every year.
You can choose permanent or non-permanent version of nearly every item. Unpermed means that it will eventually poof (disappear) upon joining a game, that's why price is much lower. If item is present after you join, you can safely use it as long as you don't leave that game. It can be anywhere from 5 minutes to 5 months but it will eventually disappear from your character. We recommend buying backups and storing them on a mule(s) you never use.
Wizz Armor and
Wizz/
Snatchi's Gloves were created in patch 1.13 (year 2010) and as such they were never available as perm - only the old dupes can be perm.
