Specialized gear is tailored to perform well only in one specific environment and will be weaker in others. For instance when fighting monsters, life/mana leech is required for melee characters but it does not work versus players so PvP gear will not have any LL/ML.
PvP gear can be further optimized with different talent builds and item swaps to excel versus some builds or to improve your win ratio versus opponents that give you a hard time. Different items (properties) are prioritized if you want to specialize in fighting casters (fast movement/casting + high resistances) and opponents dealing physical damage (% damage reduction with max block).

BO Barb (using second D2) to get 200% more Life/Mana and 600% Defense and/or
Enchantress Sorc to get around 5000 fire damage on each attack and 450% Attack Rating.
