Pristine Cloud Serpent Scale has a 1% drop chance from Rei Lun (Rare Elite) in Vale of Eternal Blossoms and it's only obtainable during the Warring Clans assault (Mogu).
Stated delivery assumes you have only one character, every alt may significantly reduce delivery time: e.g. 2 chars = 50% of the stated time, 3 chars = 33%, 4 chars = 25% etc.
